 Entended SP calls DLL which calls MSMQ -- problem

I wrote an extended stored procedure that calls a DLL
which makes calls to a DLL which calls MSMQ API
functions.  When I try to open a queue, I get error    
MQ_ERROR_SERVICE_NOT_AVAILABLE = -1072824309.  I can run a
test app to call the same DLLs, and it functions fine.  

I am guessing that there is a permissions issue that is
causing the error.  Does calling an extended stored
procedure take on a new ID?

(all DLLs written in C/C++)

Any help would be GREATLY appreciated.
