Upgrading SQL Server 7.0 to SQL Server 2000

 Upgrading SQL Server 7.0 to SQL Server 2000
The upgrade of SQL Server 7.0 to SQL Server 2000 has
failed during the generation of messages.sql(1) script (1
of 17). the upgrade was stopped and I restarted the
server. After restarting the server the SQL Server remains
in 7.0 environment but its version is 2000. When I try to
upgrade it again it causes the same problem. My suggestion
is that it has to do with security issues. I need a clean
opinion and a probable solution as soon as possible.

Though the below link mentions the same error for SP3, may be you can try it
as a workaround...

Everybody is having this same problem...

Microsoft should provide a new SQL Server 2000 (Pro, Std, Ent, Dev) CD-ROM
installation disk to its customers with the corrected setup.ins ...
