Chad - Are the client and the server using the same network library and
communicating over the same protocol stack?

Yes and No.
My client machine has version 7.0.690 DBMSSOCN.DLL while the two servers
that I am have version 7.0.623. However, I encounter the same error when run
a simple Select query from the either server in Query Analyzer ...  I have
registered both servers through the client network utility using TCP/IP

As I recall, you need to map a login, because the linked server portion runs
through the local security context of the SQL server, and is not aware of
the Domain login until you map logins.
