 TCPIP network & Dialup networking

Can anyone help with this ?

I have an Access 97 application making ODBC calls over TCPIP to a MS
SQL server over an internal slowish network.  It all works fine, BUT...

Some users have modems for internet access - email etc.  

When the Access app makes an ODBC call - dial-up networking pops up.  
If I cancel the dialog boxes then the connection over the internal
network works fine.

Is there a way to prevent Dialup networking waking up without ripping
it all out, (and then re-enabling it later), ideally without user
intervention ?

This may sound crazy, but your Internet Explorer is the problem.

Make sure that the "Connect to Internet as Needed" is unchecked
in your Internet Explorer Options/Connection tab.

I'm sure this will fix the problem!

actually explorer isn't the problem, if you do ping it does the same thing,
I have experimented with the host and lmhost files without success
in trying to whip the same problem.
