 Problems Restoring a database - Database in Use

I am trying to restore a database in SQL 6.5 and get the error database is
use.  This has been happening ever since I 'End Tasked' an update on my
workstation.  I have tried stopping and starting the server but still get
the error.  I have also checked for ghost processes using sp_who but there
does not seem to be any.

I am able to take the backup to another server and restore it no problem.

Is there a flag set somewhere in a system table that I can reset ??

The only other solution I can think of is to drop the database and recreate
it, if it lets me of course.  I am a bit loathed to do this as it seems to
be working fine in every other way

Sorry if I'm stating the obvious below:

Are you certain that you have _no_ connection (apart from the "terminated"
one) against the database?
Don't use EM to do restore. It has a tendency to be the connection in the db
itself.
Verify with sp_who2.
