 Error: 17826 Unable to setup ListenOn connection

I'm running Windows NT 3.51 with SQL Server 6.0 installed on the PDC.  I
know this is frowned upon, but our system is very small and performance is
not yet an issue.  I have attempted to setup the BDC software as an exact
copy of the PDC except the BDC has no mirror.  Everything works fine until
I test the BDC's capability to be promoted to PDC.  When I promote the BDC,
I also remove the old PDC from the domain and change the new PDC name to
that of the original PDC.  This precludes the need to reconfiguration the
workstations.  I also start the MSSQLServer and SQLExecutive services.
Then I reboot the new PDC.  Database access on the new server from all
workstations is fine.  But I'm getting 'error: 17826 Unable to setup
ListenOn connection' and 'OS Error: 1899. The endpoint mapper database
count not be created.'  As soon as I revert back to original PDC, these
errors go away on the BDC.  Can anyone tell me what causes these errors and
better yet how to fix them?

Just in the past two days,I have started receiving the 17826 error.
However, my SQL box is not the PDC...nor have we been changing the NT
schema.

Anyone else have an idea?

 Error: 17826 Unable to setup ListenOn connection

I got a private (via email) response to my problem.  It worked.  Here it
is:

I don't know the exact syntax, but you have to

sp_dropserver <name>
go
sp_addserver <name>, local

<name> is the sql server name. I had the same problem. Check the books
before issuing this.

I'm getting same "Error : 17826, Severity: 18, State: 0
Unable to set up ListenOn connection 'SQLSERVER'.
OS Error : 10044, socket()" error messages.

Can you tell me where is the file or location we need to change
