Yes, you can do it.
At the end of restore process, upgrade of database is
performed.

Yes, you can restore a 7.0 database in 2000, the other way (2000 to 7.0) is
not possible thought. If you are applying transaction logs, WITH STANDBY
will not work when restoring the 7.0 backup in 2000. You'll always have to
use WITH NORECOVERY.
