Does anyone have any recommendations for applications that assist in the
schema design process?  CASE tools and such...

I don't personally use it, but other DBA folks in our
company use System Architect...

If I'm not mistaking what you're asking for, we use ER/Studio by Embarcadero
(www.embarcadero.com).  It's worth checking out and definitely was the best
choice for the cost/features for our company.  You can download an evaluation
version of their software at the website.  Make sure you have the 4.0 SP1
release, though.  The 4.0 had some minor bugs in it that the SP fixed.

We did a trawl and evaluation of Business Process and DB Design prodycts.

ERWin (Entity Relationship) from Platinum Software in the UK
Case Wise from Case Wise in the UK
SA2001 (System Architect) Popkin Systems Lemington in the UK
ARIS from IDS Sheer in Germany (this is more Business focussed)
Designer 2000 from Oracle (YUK !).

Out of those we looked at the following was found.

ERWin the cheapest and not bad for simple and small scale use.

SA 2001 - The best modelling by far. However at the time the technology
needed updating and there was a move to use MS repository. If this is now
complete its worthy of a look. Small problem on the business modelling side
is that the simulation s/w is not integrated.

Case Wise - Agressively marketted, but a contender in all fields, worthy of
a look.

ARIS - Very high end Business Modeller, all the features and more. You need
to be a big organisation to get the benefit of this one but it does cover
the patch well. I recommend it for high end users in the business
architecture world.

Designer 2000 - Well if your an Oracle user what else, but apart from that
.....

PowerDesigner from Sybase and ERStudios from Embarcadero are also good
product for small organisation.
