is there any way to turn off the writing to tranactions
logs for a database?

No, you cannot turn them off completely. However you can do minimally logged
operations like SELECT INTO, Bulk Insert etc.

You just have to call the Recovery Model to Simple

Enterprise Manager -> RighClick on database -> Properties -> Options Tab
