It seems that some DLL files have the wrong file version.

Please try the following steps to check:
1. Download the Component Checker from
http://www.***.com/ #CCinfo to check the current MDAC
version and whether there are some DLL mismatches on your machine.

2. Find this DLL file: sqlsrv32.dll (Microsoft SQL Server ODBC Driver) on
your machine. What is the file version?
3. Re-register the DLL. Does it help?
