 Begin Tran error on NT WS but OK on 95/98

I have an application which accesses MSSQL via ODBC.  The client application
runs fine on a Windows 95, but fails on Windows NT workstations and the
Windows NT Server.  The failing statement is a Begin Tran and the message is

25000: [Microsoft][ODBC SQL Server Driver][SQL Server] Transaction count
after EXECUTE indicates that a COMMIT or ROLLBACK TRAN is missing.  Previous
count = 0, Current count = 1.

The big problem is I have some utilities which run on the Windows NT Server
which also do a Begin Tran and get this message.

I initially thought this error was because I installed SP4 for MSSQL,
however, I recently discovered several other installs are using SP4 with no
problem, but new installations are having the problem.

Is anyone aware of this problem or have suggestions on a path to pursue?
