 FileMaker 3.0 sharing question

We've got 8-9 users all sharing the same database.  The first one in each
morning becomes the "owner" of the database, and all others logging in
later become "guests".  At the end of the day, when the first user needs to
leave, she has to have all current users close their connection before she
can disconnect.  Is this by design?  Is there any way around this pattern?
It's certainly frustrating for the users.... Thanks.

Set up one computer as the "host" which no one will use.  Then, the last
one to leave during the day can just down this host machine.
