 Determining Requirements for a Database System

Hi. The Water Quality Branch within my organization (Army Corps of
Engineers) requested my assistance in designing a major database system.
The database will store about 1GB of water quality data (results of
physical, chemical & biological sampling and analyses) accumulated
during 30 years of data collection. They will want to extract data and
summaries, perform various scientific statistical analyses (especially
trends analysis), generate a variety of scientific charts and
visualizations, add new records to the database, and perform quality
assurance on the data. The primary users accessing the data will be
scientific personnel with only moderate PC literacy.

Not knowing exactly where to begin, I am hoping to find some general
documentation that will help us determine requirements for selecting the
appropriate database and modeling tools. Something that will help us ask
the right questions- I'm not really looking for specific software
recommendations at this early stage. Is anyone willing to point us to
any documentation available to us in this area? Thanks in advance.

IMHO, you may wish to check out:
 *An Introduction to Database Systems* by C.J.Date, published by
Addison Wesley, 1995.  This is 800+ pages of wonderfully precise
descriptions of database history, functionality, theory, reality,etc.
I bought my copy at a McGraw Hill technical bookstore in New York;
it's my *bible*
