 pg_dumpall -c (7.1 beta 4 buglet)

Doesn't seem right that the DROP DATABASE comes before the individual
dropping of indicies, tables, etc.  Anyway to reverse this (less
errors that way).

Can I ask why you would want to use -c with pg_dumpall?  Doesn't
pg_dumpall's database creation make the -c option meaningless?
