setup.exe - bad image?

 setup.exe - bad image?

    I've used VB6 SP3 Package & Deployment wizard to create installation for
my program. It runs perfect on over 50 NT PC  but fails on two other. Setup
claims that "VB6STKIT.DLL is not a valid Windows NT image".  It makes no
sense for me. This file has  zero-lenght so no wonder that it has incorrect
format. But why this happen? User has all administrative rights, plenty of
free disk space and all other applications running happily. CAB files are
not corrupted - the same setup runs on other computers and VB6STKIT.dll has
over 100kB.
What's going on?
