 Error using XBASE DBIII within datacontrol with Service pack 4 of VB6 Ent

Dear friends, i have this problem since i have upgraded to service pack 4 for
VB6.  

When i try to open a XBASE DBase III database with a VB DataControl in DAO, it
wont open it saying it can't 'cause someone else is using it in Exclusive
mode !!! That cant be !!!!  It used to work fine with the old service Pack 3.

And by the way dont test this one inside VB6 IDE cause it works just fine.

Where it wont work, is after an installation of the application and running the
executable file it installed. I tried to come back by copying the old
MSVBVM60.DLL file from service pack 3 and it worked again.... any solution ???
maybe my connect string isn't ok for SP4, here's an example of the connect string
i am using:    

DATA1.CONNECT="DBASE III;"
