With Oracle's webserver ?
Not until version 3's ODBC capabilities. But you can use Internet
Information Server (IIS) with the Internet Database Connector (IDC)
easily.
I did it on an NT 4.0 Workstation with Peer Web Services
(essentially the same as IIS) in about twenty minutes. There are lots
of examples and instructions at MS web site.
