 Library Cache

Alter system flush shared_pool;

And yes, the impact on a running database will be significant in terms of
performance: all existing execution plans, procedures, triggers, functions
and sequences will be flushed (unless they are kept in the library cache
using the dbms_shared_pool.keep procedure).

Generally, The Oracle rdbms will manage the library cache and it does
not give the DBA many tools or options to change how the cache is
managed.  The command 'alter system flush shared pool' will clear sql
and control information that is not currently in use from the shared
pool.  Other than increasing the size of the shared pool there isn't a
whole lot that the DBA can do in this area other than tune SQL so that
it is not being ran in a way that causes excessive demands on the
shared pool and buffer cache.
