Buy Microsoft Access, which can import fine from dBase and other
formats, then export it to SQL Server using ODBC.  Works fine for us,
and we use Access to change keys, rearrange tables etc.  Highly
recommended for fast prototyping of data structures and migration of
existing data sets.

We opened the .dbf in Excel on a PC, then saved it as text, moved the
file over the network, then used bcp into Sybase on a Sun.
