Thanks for the response.
Although there are no free pages in the first chunk of rootdbs I have looked
at the reserved pages. The first dbspace info page is full but is pointing
to a second page with at least 9 slots available. The Primary chunk info
page has 40 slots in use with space for at least another 20 entries. As the
engine doesn't need to acquire more pages I don't think this is a problem.
Also my rootdbs only contains sysutils, sysmaster, syscdr and the stable ER
queues.
