 Stored procedure locks

I have 2 stored procedures running simultaneously (written by development
team) and updating same table for some cause.
How can I set another procedure to wait until the time first procedure
completes.
How can I issue a lock on a row instead of a full table with both the
procedure so that first row commited will be released for second stored
procedure.

This question sounds suspiciously like: How can I slit open my belly with
a minimum of pain and {*filter*} and then how do I stitch it back up again?  

When the goal of the operation is to get food into one's stomach.  

How about telling up what you want to accomplish with these coordinated,
cooperating, stored procedures and we'll try to tell you one or two good
ways to accomplish this.
