Upgrading from PFW v1.0 to PFW v5.0

 Upgrading from PFW v1.0 to PFW v5.0
After upgrading PFW v1.0 to the current version using the
standard package Borland supplies I find that at least two
very important utility files, at least, are missing.  They
are TUTILITY.EXE (the dll is there) and ODAPICFG.EXE. Am I
supposed to have loaded 4.5 previously, even though Borland
will sell me the upgrade from 1.0?

Whoa, not so fast to condemn!

I presume you've hung onto the icons from v1.0 which access these two
utilities in that version. Get rid of the icons, as they are both REDUNDANT
in v5.

First, ODAPICFG.EXE is supplanted by IDAPICFG.EXE, as IDAPI completely
replaces ODAPI in v5.0.

Second, TUTILITY now lives INSIDE Paradox (you should find it under
Tools|Utilities|Table Repair).

So nothing is "missing".  However, I'll venture to add that if your
PDOXWIN\TUTILITY.DLL file is dated earlier than Sept 27th, you have release
0 of PDW 5.0, and should obtain an update: The first release had some {*filter*}
TUTILITY bugs, among others...

ODAPI no longer exists, and should exist in a seperate IDAPI
directory (which should have an IDAPICFG.EXE program in it.
A quick browse of my hard disk (I have v1, v4.5 developers edition AND
v5 installed at the moment - long story!) showed that v1 and v4.5 have
TUTILITY.EXE (dated Jan '93 and Sep '93 respectively - both 506045
bytes long).
Don't know about the missing TUTILITY.EXE - I've not had a chance to
investigate v5 very much, as I'm working on v4.5 mostly.
Hope that makes you slightly happier ;-)

ODAPICFG is now IDAPICFG

TUTILITY is now a choice in your TOOLS menu (Table Utilities)

So no, Borland did not short-change you.  :-)
