Here's my notes on this errormessage:

Here is some more feedback that relates to a suggestion made from Varick
in the bug report..
The problem that you are running into with the error message "No more
files" is a new issue that we have become aware of in the last few
weeks. This appears only to happen when connecting a 32-bit client to
a 16-bit serve (which should be the case with an Alpha VMS emulating a
DOS drive partition). At this point we are looking into the problem to
determine if it is an issue with the BDE or if it is a Windows
networking problem. At this point there is no estimated time that I can
give you for a fix/work-around for this issue. I can tell you that this
problem does not occur when connecting a 16-bit client to a 32-bit
server or when connecting a 32-bit client to a 32-bit server. I can
only recommend that you move the Paradox files to a 32-bit system like
an NT server until this issue is addressed/resolved

I think I have confirmed this as a BDE issue. I downloaded CONECT32.EXE
from the Borland website. This 132K utility claims to "check connections
to standard databases and verify that tables can be opened by BDE32."
Running this BDE executable and trying to open a Paradox database on our
OS/2 Warp Server file server gives the exact same error as we are seeing
11026: No more files.
11026: Table: <database name>
I posted a message on Borland's newsserver in the borland.public.bde
group. If I can't get a response in a few days, I will open a BDE bug
report via their website.
Well I tried to file a bug with Borland, since it seems the bug is in
the BDE itself.
Borland basically said that they only support Novell and WinNT, so if
you run LINUX/SAMBA or OS/2 Warp Server you are out of luck.
They also said even if I could reproduce it on two different server
operating systems, that they would NOT FIX IT.
They will only fix a BDE bug if "it is going to affect a significant
number of people". Also, we "have no plans for any changes to the
Paradox driver ever"
