 Deleting files in ObjectPal in Win 95

I have a question about deleting files using ObjectPal code under Win 95.

I have a program which reads in data from a text file and when it is finished deletes the file.  
This all works fine under Windows 3.11 but when I brought the code over to a machine running Win
95 it doesn't delete the file at the end of the process.

My hunch is that there must be a different ObjectPal command to use with Win 95 since Win 95
doesn't delete files without first putting them in the Recycle Bin.

The command I'm currently using is:  fs.delete(File)

Does anyone have any idea how to handle this in Win 95?
