 Toggle Lock/Unlock FileMaker on Host Mac

I am working with a small nonprofit office with four FileMaker 6.0
users three of whom occassionally access shared databases from the
Database Manager's Macintosh (OS 9).  Getting FM Pro Server for such a
small work group (especially as useage is light) does not seem very
cost-effective.

The database has sensitive health information that users (other than
the Database Manager) should NOT have access to. This information is
well protected through use of Passwords and Groups.

The problem however, is that sometimes users come in prior to the
Database Mangager or leave after she goes for the day.  In order for
them to use the Database they need to launch FileMaker.

I know I can create a script that uses a very restricted password on
the Database Manager's computer that users can use if they come in
prior to the Database Manager and need to launch the databases for
network access.

However, when the Database Manager comes in she would have to relaunch
FileMaker with her password in order to do her work - and then
relaunch again with a lower level password when she left in order for
people to continue work on the network - clearly not a acceptable
solution.

A locking screen saver is not an option either as users sometimes need
to use the Database Manager's computer of other things when she is not
around.

What I want for users to be able to launch FileMaker from a Script in
order to make it accessible over the network but that they can't
browse through records (heaven forbid if the computer got stolen and
someone launched the script and could browse through the records!!!)
and that when the Database Manager comes in that she could launch
another script to unlock all records (without rebooting FileMkaer) and
then when she leaves for the day lock all records again without
needing to force users out.

Does anyone have any ideas on how I can accomplish this (without
getting FMPro Server which is cost prohibitive for such a small,
lightly used network)?

I downloaded FMSecure yesterday and experimented with.  I have used it
to lock the WINDOW menu and I wrote a Script to Toggle Windows to HIDE
which does a great job of hiding everything but can't figure out how
to write script to unhide them --especially with the WINDOW menu
disabled.

Any thoughts on this are greatly appreciated!

The best solution would probably be to add a fifth computer to the network
that is not a workstation for anyone.  It's sole function would be to run
FileMaker and host the databases.  They should be stored on that computer
and should be opened as multi-user with minimal access privileges.  The
Database Manager and the other users would then open as a guest of that
computer with access privileges as appropriate.
