 Turning off keyboard shortcuts

Hello, I'm sorta new to passwords and user management.

We have a Filemaker (5.0) based application that we use at work that
was designed by someone who no longer works here.

The app is set up with two groups, Users and Admins determined by
password.

Users cannot go to view and then enter find mode.  Administrators can.

The problem I've run in to, is that even though View->Enter Find Mode
does't work, users can still use ctrl(option)+f to enter find mode a
do a search.

I can't seem to find a way to turn it off.

Any suggestions?

 Turning off keyboard shortcuts

If you have the little selector on the password screen say "editing
only" (it is talking about the menu commands) then I am 99.9% sure that
neither the menus nor the shortcuts will work.
