 Build Fails -901 in SPB

Running UDB 7.2 fix pack 4 on Win (NT and 98).

When using the Stored Procedure Builder to create a
SQL/PL routine (very simple one), the build fails with
a -901.

RAY.PROC1: [IBM][CLI Driver][DB2/Windows 95] SQL0901N  The SQL statement
failed because of a non-severe system error. Subsequent SQL statements
can be processed.  (Reason "call to sqloopen failed".)  SQLSTATE=58004

This worked with fix pack 2.  I feel I have set all my
environment variables DB2_SQLROUTINE... prepared my
batch compile script (%SQLROUTINE_FILENAME%) correctly.

Has any one successfully built a SQL/PL routine with fix
pack 4 on Windows.  I know -901 problems reported in the news group
usually translate to : call support, but I figured I'll take a chance.

Any insight would be appreciated.

That's usually a file permission problem.
verify sqllib/function/routine......

In both cases this is Windows,  files are successfully generated by SPB in
the subdirectory.  

What does not seem to work is the generation of the .def file required
for the
C compile : this causes the compile/link/copy .... to fail.  The desired
content of the
def file is visible in the .log does compile / link cleanly when
compiled "manualy".
The SPB script for the build appears to comment out the .def file and spill
the content into the .log rather then creating the actual file. (Keep
File is on)

Can someone confirm that they have successfully built an SQL/PL procedure
with fix pack 4 on a Windows platform ?

Is the code for the build a script / routine which can be altered or is
it part of the
"compiled" code of SPB ?
