 DB2 7.1 on Windows 2000 Cluster

I was just wondering if anyone out there has DB2 7.1 running on a Windows
2000 Cluster (MSCS)?  I have tried to set this up but I'm having some
problems.  Everytime I use the DB2MSCS command it comes back with:

    C:\PROGRA~1\SQLLIB\CFG>db2mscs -f:db2mscs.cfg
    Warning: Message file is missing.
    DB2MSCS processing is complete: rc = 1314

The only thing is that nothing seems to change in the Cluster Administrator
and I am at a loss as to what the problem is.  I tried to set the diag level
up to 4 but nothing seems to be written to the logs.  Has anyone else had
any experience with this type of installation.

Ps.  I have another call open with IBM to see if its possible to run
replication (to an external server) in this type of environment.  Does
anyone know if this can be done?  There does not seem to be any information
in the manuals to say that this is/is not possible.
