 Changing Default DATETIME

I have 2 questions about setting a default datetime representation for a
database.

1) Currently we like to use the USA format.  We run a bind to accomplish
the change from the system default after the database is created.  Is
there a configuration file/parameter I cat set so that I don't have to
do this every time I create a new database?

2) We have also had a strange problem when this is done for databases
that are cataloged remotely.  The bind only seems to work when issued
from the client side.  Is this the way it is supposed to work?
